The Procurement Manager is responsible for maintaining our existing contracts database in VendorINSIGHT and growing Rakuten Procurement vendor and bidding strategies in a larger, US responsibility. As we continue to grow our business, we have decided to consolidate our US companies under one company. Our business is heavily dependent on SaaS and IT related services and contractors. As such, this position will oversee new vendor onboarding and the scrutiny associated with that.



  • Assist the Director of Procurement in simplifying our purchasing systems, processes and strategies that align with RAKUTEN USA business objectives and industry best practices
  • Source Software and consulting services
  • Contract negotiations for renewals and new vendors
  • Contract administration
  • Consult with company leaders in the effective operations of the ERP system and other strategies
  • Maintain profitable supplier and sourcing relationships
  • Ensure compliance under GDPR
  • Accurately create and manage daily, weekly, and monthly purchasing reports and other records
  • Provide leadership to ensure all sourcing activities support achieving the highest standards in terms of cost efficiency, quality, and ethics
  • Execute operationally complex sourcing activities
  • Manage and achieve savings targets
  • Effective supplier relationship management
  • Perform risk analysis of proposed procurements
  • Negotiate new procurements, while actively and continuously looking for opportunities to optimize current agreements
  • Establish negotiation plans with clearly defined desired outcomes and strategic goals
  • Identify and measure appropriate supplier performance measurements (KPIs)
  • Identify, build, and improve on existing processes
  • Manage and maintain orders in ERP systems
  • Must be able to lead and build consensus with myriad stakeholders


  • Bachelor’s degree (BA or BS) in supply chain, business, or other related field. Certifications in procurement or supply chain is an asset (CPSM, CPIM)
  •  7+ years' purchasing experience required.
  • Excellent interpersonal communication, leadership, customer service, attention to detail, and project management skills.
  • The ability to make decisions, problem solve, prioritize assignments.
  • Experience with ERP systems software and Microsoft Office skills, specifically Outlook and Excel.
  • Excellent relationship building and communications skills.
